This RFP requires a consultant to assist in outlining the next five years for MusGo Rider Cooperative Ltd. The end product should be a detailed business plan including financials and implementation plan. The plan must follow Municipal Affairs guidelines for Business Plans.

Project and Organization Descriptions
MusGo Rider is a not-for-profit community cooperative that provides public door-to-door, pre-booked transportation. The service area extends from East Preston and Lawrencetown in the west to Ship Harbour in the east. The goal of MusGo Rider is to provide a safe, affordable and dependable transportation solution to improve the quality of life of our residents while contributing to our vision of a “green” community. Every five years each rural transit must complete an updated Business Plan with projections for the next five years. It is expected that the consultant will work closely with the Executive Director during all stages of developing this Business Plan. The consultant’s proposal should include a visioning session with Board and Staff. It is expected that the final product will be a concise plan that will guide the organization through the next five years.

Request for Proposal and Project Timeline
Proposals are due no later than July 10, 2017 at 4 pm.
Proposals will be reviewed by the Executive Director and Board of Directions the week of July 10 – 14, 2017. A decision will be made by July 17, 2017 and the successful proponent will be contacted by July 20, 2017.
The project will start as soon as possible and will be completed no later then March 1, 2018. This is the date that the final product must be submitted to Municipal Affairs.
Our maximum budget is $12,000 (including HST).
Please provide resume and examples of similar projects, if any, of the consultant. Priority will be given to Consultants that have previous experience working on rural transportation studies, and understands rural transportation. Consultants should have a commitment to identifying the best possible recommendations for future expansions.
Proposal Evaluation Criteria
Proposals will be evaluated based on;
· previous experience in similar situations
· understanding of our rural transportation issues and needs
· proposed work plan and timeline
· over all proposal presentation (clear, concise, etc.)
